Kissing this character: Go right ahead! He might flail or really bristle, though.
Flirting with this character: If you don't mind possible snark and a cold shoulder, go for it!
Romance with this character: This is not easy (unless you're Iskandar), but if the CR is there - ask and we shall see!
Sex with this character: Again, he doesn't get in the mood easily (unless you're Iskandar), but run it by me and we'll see what works! As he's middle aged, characters 25+ please.

Injuring this character (include limits and severity): Aside from the usual bumps, bruises, and cuts, let's talk this one out!
Killing this character: Gonna require extensive plotting for this one.
Using telepathy/mind reading abilities on this character: Sure! Waver has magical hypnotic/memory manipulation powers, so that might not be a good idea, though...
Manipulation: Gonna need plotting for this.
Fate permissions and warnings: Fate canon deals with a lot of heavy and problematic content from human experimentation to abuse to rape to murder to so much more. Waver himself has untreated PTSD, anxiety, and depression. His tags will have the appropriate warnings, but triggering subject matter can come up.
As well, Waver in Fate:/Grand Order comes from a point in time after where he and Rin have dismantled the Grail. To do so, per Fate:/Accel Zero Order, one of the things he did was extensive research on the Grail Wars, which included the participants. This hasn't been covered extensively by canon yet. Please let me know what's okay for Waver to know about your character if they were involved in those (that doesn't fall under canon interactions) or you think they were involved in the general mess of dismantling the Grail itself.
